3 Terms and Definitions
The following terms and definitions apply to this document.
Additional definitions include 3.12 Safety Operating Procedures, 3.14 PPE, 3.16 Ventilation System, and 3.18 Monitoring & Control.
4 General Principles
4.1 Basic Principles: To ensure the exhaust treatment process is safe, economical, feasible, and environmentally friendly.
- 4.1.1 Safety: Mandatory personnel protection via PPE and explosion-proof facility design.
- 4.1.2 Economy: Reasonable investment, operation, and maintenance (O&M) costs.
- 4.1.3 Feasibility: Implementation of verified, easy-to-install, and maintainable technical solutions.
- 4.1.4 Environmental: Ensuring concentrations comply with national and local emission limits.
4.2 Quality Management: Maintaining a QMS to ensure process consistency and reliability.
4.3 Process Control & Monitoring: Continuous monitoring of EO concentration, temperature, humidity, and time.
4.4 Change & Non-conformity Control: Assessment of any process changes and immediate corrective actions for non-conformities.
5 Technical Requirements
5.1 Equipment and Facilities
5.1.1 Collection: Implement sealed and negative-pressure measures for EO emission equipment.
5.1.2 Transport: Short, compact, and grounded piping systems. Flanges must be cross-connected to prevent static discharge.
5.1.3 Discharge: Stack height must comply with GB 16297 and local EIA requirements. Lightning protection is mandatory for stacks.
5.1.4 Exhaust Detection (Sampling)
- Prefer vertical pipe sections for sampling.
- Avoid bends or sections with rapid cross-sectional changes.
- Sampling points must be ≥6 diameters downstream and ≥3 diameters upstream from bends or variable diameters.
6 Construction and Acceptance
6.1.1 General: Construction must follow design drawings and technical documents.
6.1.4 Fire Resistance: Facilities must meet GB 50016 fire protection ratings.
6.1.5 Explosion Protection: Due to EO flammability, use explosion-proof electrical equipment and provide adequate ventilation (6.1.6).
6.4 Acceptance Content:
- 6.4.1 Appearance: Clear signage, warning marks, and intact equipment (6.4.1).
- 6.4.2 Leak-tightness: Verified pipeline connections and structural stability.
- 6.4.4 Performance: Minimum of three tests for EO inlet/outlet concentrations and purification efficiency.
- 6.4.5 Safety: Testing of emergency stops, alarm systems, and fire-prevention measures.
6.5 Acceptance Procedure: Includes trial runs (6.5.1), performance evaluation (6.5.2), and final reporting (6.5.4).
7 Daily Operation and Maintenance
7.1 Standard Operation: Compliance with equipment manuals and real-time monitoring of discharge levels.
7.2 Management: Establishment of an environmental department and strict technical responsibility systems (7.3).
7.4 Inventory: Maintaining a stock of vulnerable spare parts to ensure continuous operation.
7.5 Calibration: Regular calibration of gas detection instruments to ensure data accuracy and integrity.
